India is committed to education as a basic human right. It necessarily entails values, knowledge and skills that revolve around the basic principles of non-discrimination, participation and equality. Development goals, therefore, must facilitate a process that enables all learners, including girls to take charge of their lives and make meaningful contribution to their communities. It entails providing equality of opportunities and right to education to both girls and boys so that they can be offered the same chance to access school. To achieve this, it is important to make education free of cost, design appropriate curriculum, reduce distance and provide water and sanitation facilities.

The State should ensure that there are sufficient female teachers to support and act as role models for girls. All teachers should be trained to understand the issues of social and gender discrimination. They should be sensitized to policies that protect children from harassment, abuse, violence, including gender based violence. The State should work towards abolishing discriminatory laws, customs, practices and institutional processes to achieve gender equity in education.
