If 75% of the number of tickets sold by counter 'P' and 25% of the number of tickets sold by counter 'S', are sold at the discount rate of booking 2 'First' class and 4 'First' class seats each respectively and the rest of the train tickets sold by counter 'P' and counter 'S' are sold at the discount rate of booking 4 'Second' class and 2 'second' class seats each respectively, then find the ratio of the total discounts offered on booking all the seats from counter 'P' to that by counter 'S'?
