The scheme will benefit returnee migrant workers and rural citizens who have returned to their home states due to the Covid-19 induced lockdown by providing employment to the migrant workers on one hand and creating infrastructure in the rural regions of the country on the other hand.

Is this a good move by the government?

Arguments:

I. Yes. The livelihoods of many migrant workers who returned home post lockdown have been severely affected.

II. No. The migrant workers will not return to their original place of work once lockdown is lifted and the government cannot be a permanent employer.
