Flat A is in the west of flat B. V lives on floor 2. Only two floors between L and V and both L and  V live in the same flat. O lives just in the west of R. No one lives between V and N but in different flats. V lives above N. P live immediately above K in different flats. Only one floor is between where R and P live. P lives in Flat B floor 4. Only two floors are between V and S. M neither lives in the same flat as S nor in the immediate floor of S. Q lives on the immediately below the floor of K. U lives on an even numbered floor but not in the same flat as L. T doesn't live at the bottommost floor.
