Urgent cases of apprehended danger or nuisance contemplated by Section 144 does not include:

Obstruction, annoyance or injury to any person lawfully employed

Danger to human life, health or safety
3
Improvements to the public drainage system
4
Disturbance of the public tranquility or a riot or an affary
