As per Environmnent Protection Act, hazardous substances is defined as

Any substance or preparation which by reason of its chemical and physicochemical properties or handling, is liable to cause harm to only environment.

Any substance or preparation, which by reason of its chemical and physicochemical properties or handling, is liable to cause harm to human beings , other living creatures, plants, microorganisms, property or the environment

Any substance or preparation, which by reason of its chemical and physicochemical properties or handling, is not liable to cause harm to human beings , other living creatures, plants, microorganisms, property or the environment
4
Any substance or preparation which by reason of its chemical and physicochemical properties or handling, is liable to cause harm only to human beings and not to environment.
