No Court shall take cognizance of an offence under the Contract Labour (Regulation and Abolition) Act, 1970, EXCEPT on a complaint by or with the previous sanction in writing of:

Appropriate Government.

Labour Commissioner.

the Inspector.

an officer not below the rank of Class One Gazetted Officer of the Government.
