In the Indian context, according to RPWD Act, 2016, a person can be considered 'Deaf' if-

He has 70 dB or more hearing loss in speech frequency in both ears.

He has 60 dB to 70 dB hearing loss in both ears.

He has 60 dB to 50 dB hearing loss in both ears.
4
He has 50 dB or less hearing loss in both ears.
