Subhash Chandra Bose resigned from the Congress Presidentship on April 29, 1939, and founded the Forward Bloc on May 3, 1939. The party's first All India Session in Mumbai on June 22, 1939, adopted its constitution and program. The first All India Conference was held in Nagpur from June 18-22, 1940, where Bose outlined a plan for complete independence (Purna Swaraj). The Forward Bloc's headquarters is in Karol Bagh, New Delhi, and its first vice-president was Sardul Singh Kavishar. Bose, who was twice elected President of the Indian National Congress, later formed the Indian Legion in Berlin in 1941. By July 1943, he reached Japanese-controlled Singapore and formed the Azad Hind Government and the Indian National Army on October 21, 1943, with the famous call, ‘Delhi Chalo’.
