The system of the capitation fee is more wide spread in southern states especially in Karnataka, where it has become a source of money and power for politicians. Despite the law in Karnataka that makes the collection of capitation fee a cognizable offence, private colleges have continued merrily demanding exorbitant amount of money from students hailing from the other states. While the Karnataka government has decided to abide by the directive of the supreme court. Some of the private college management have adopted a confrontationist attitude by threatening to close down these institutions. The Government should not be hesitate to take strong action if college management try to violate the guidelines. the smart operators should not be allowed to circumvent the supreme court ruling, in view of the limitations of the economic capacity of the state to provide adequate opportunist for professional education private initiative is bound to play an important role. There are nothing wrong if private resources are used to set up high quality medical and engineering colleges. But the interests of poor but meritorious students cannot be protected if professional education will be made available to the high test bidder.
