Every decision of the Goods and Services Tax Council shall require it to be taken at a meeting:

by a majority of not less than two-thirds of the weighted votes of the members present

by a majority of not less than three-fourths of the weighted notes of the members present

by a majority of not less than two-thirds of the weighted notes of all the members of the Council
4
by a majority of not less than three-fourths of the weighted notes of all the members of the Council
