Rusa Manjhi was a woman Panchayat worker of the Lahiripur Gram Panchayat in the Sunderbans of West Bengal. She showcased the success of women power in rural development in the 1980s. Rusa chose to be a Panchayat functionary as she knew it was the right forum to plan programmes for women, address their needs and have them believe in taking hold on their lives. Earlier, women in the Sunderbans had to depend entirely on the earnings of their men, most of whom were engaged in fishing or collecting honey from the wild. The Panchayat Samitis in early 1980s introduced schemes Like DWCRA, TRYSEM and ICDS in the region. This lead to the participation of women, especially the neo-literate and illiterate women, in entrepreneurial programmes. Change was also apparent in the growth of social awareness about women's rights. Women came forward to fight their own battles regarding wife-beating, dowry, dessertion and bigamy. Often husbands did not agree with wives becoming self-sufficient. However, the women did not give up on their dream of self-empowerment.
